The Federal Motor Carrier Safety Administration (FMCSA) recently proposed several policy changes to improve the safety of commercial tractor-trailers and reduce the number of truck accidents. A press release from the agency discussed the changes in detail along with how the changes will be implemented.
The first major change was restructuring the categories in which certain safety violations are recorded. This included changing the cargo/load securement violations from the Cargo-Related Behavior Analysis and Safety Improvement Category (BASIC) to the Vehicle Maintenance BASIC. Also, the Cargo-Related BASIC was moved into the hazardous Materials Compliance BASIC. Requiring more documentation about the companies hauling these types of loads further altered policies regarding Hazardous Materials.
The FMCSA also made penalties for record-keeping mistakes much stricter. Violations for not having a logbook in a truck, electronic or paper, now have a severity weight of 5. This is the highest level of safety violation that can be issued.
The changes were implemented after two years of studies examining the effectiveness of the policies in a pilot program. The FMCSA has said that while these changes have successfully improved safety, more changes are needed.
